This dissertation reports the result of the research that aimed to understand the main currents of republican thought that influenced the public instruction commission   with regard to professional education, in the discussion of three Minas Gerais state draft bills, namely: No.169 of 1896; No. 168 of 1896; and No. 119 of 1904. The three draft bills address issues related to professional education in the State of Minas Gerais. The analyzed speeches refer only to the deputies who were part of the Commission for Public Instruction and Civilization of Indians. To carry out the analysis, two authors are used as a methodological theoretical framework: Patrick Charaudeau, observing the Semiolinguistics Theory of Discourse Analysis; and John Pocock, author of the Linguistic Contextualism.  The sources used are the Annals of the Legislative Power, in which the draft bills are presented. This work comprises a bibliographic and documentary research. Through the analysis of the three draft bills, it is possible to understand that the main currents of republican thought that influenced the Commission for Public Education in the speeches about the draft bills are American liberalism and French positivism.
