SUMMARY:

The progress of clean technologies is increasingly faster, making them more accessible in the world, favoring innovation, the economy and reducing harmful impacts on the environment. To soften the negative effects of traffic and improve the well-being of citizens, it is necessary to rethink the current public transport model and encourage change in the energy matrix. The promotion of mobility sustainability is supported by a new environmental, social and economic perspective. Thus, Technological Education has a lot to contribute, not only in the training of specialized labor, but, mainly, promoting awareness of the various actors involved in the intended change regarding the importance of sustainable mobility and its effects on the quality and preservation of life. A new transport model, the electric bus, has taken a prominent place in this process, becoming a global reality by transforming urban transport systems in cities interested in improving traffic, decreasing pollutant emissions, reducing public spending and mitigating oil dependency. The city of Belo Horizonte has already taken the first steps to implement a pilot project with the new clean technology.  This work aims to understand the challenge faced in implementing the electric bus in urban public transport in Belo Horizonte as a public policy for sustainable urban mobility. More specifically, the study proposes to know the current legislation on sustainable urban mobility and the incentive and promotion policy for the use of clean technologies in public transport in the capital of Minas Gerais, investigating the initiatives of City Hall of Belo Horizonte and BHTRANS for the use of the electric bus. Based on this investigation, a diagnosis of the main difficulties faced, the risks involved and the opportunities that can be seen with the change are drawn up. The results found show that the most sensitive points in this implementation process are: the need to develop an efficient and attractive model capable of making the technology viable in the medium and long term, even with a higher initial cost; raising awareness, changing the culture and changing the behavior of people and institutions, which will only be achieved with investments in environmental and technological education; and public policies and fiscal incentives that guarantee the economic sustainability of public transport. The results found show that the most sensitive points in this implementation process are: the need to develop an efficient and attractive model capable of making the technology viable in the medium and long term, even with a higher initial cost; the awareness, the modification of the culture and the change in the behavior of people and institutions, which will only be achieved with investments in environmental and technological education; and public policies and fiscal incentives that guarantee the economic sustainability of public transport. Therefore, there needs to be an alignment between all the actors involved - governments, operators, financers and technology and energy suppliers - so that the change is beneficial both for the sector and for the quality of life of man and society. Furthermore, it is recommended to involve academic institutions in the city's electromobility project, always considering environmental and social issues. The work points out that, in the contemporary scenario, new paradigms have emerged, leading to changes that require efforts and different professional and social practices to make development sustainable, with decisions based on education at all levels and sectors.
