SUMMARY:

This present research is about work done by inmates at the Penitenciária Agrícola de Neves (PAN) between the years of 1936 to 1980. To this end a qualitative, exploratory and descriptive research was made, developed by a bibliographic, documental and theoretical study. At the beginning the carcerary history is presented, with its broad and profound transformations along the XVIII century with the advent of Illuminism. In Brazil, the need for reform in penitentiary policies was discussed since its Colonial period, but deep transformations only came in the republican age. In Minas Gerais, with jails at capacity, congressmen vouched for the creation of a model prison, which came to be PAN, in 1927. The penal establishment only had its official opening in 1938, and brought in its core the reform of inmates by means of work associated with discipline and resocialization. PAN was composed of many workshops and open air work jobs, giving inmates dignified conditions of serving their times and reintegrate society. The inmates taken to PAN prison were selected in jails and should have the skills to do the job, mostly agricultural, have good behavior and served part of their sentence. With inmate workforce agricultural and industrial production at PAN were enough to fulfill itself and a part of it would still be distributed to the cities of Ribeirão das Neves e Belo Horizonte. On the other hand, inmates were compensated for the work, kept contact with family members and could have jobs outside prison grounds, with little vigilance. PAN became notable for its use of a colored cards system, which granted or withdrew benefits to the inmates, such as: sunday recreation, family visits and even unsurveilled travel. However, it is observed that the apparent efficiency and calm of PAN, broadcasted by newspapers of that era, were deconstructed by constant conflicts between prison management, guards and inmates. Disciplinary processes used the withdrawal of external work from PAN’s inmates and when they wouldn’t be shaped by their system, they would be deemed “unfit” for PAN’s regime, and, at the end of it, removed completely from the prison. At the end of this research, it is noted that the docile and rural inmates were being replaced by urban, articulate, and even dangerous inmates, which made management direct their efforts to security, taking away their attention to resocialization. Constant changes in prison management and social resistance to excess privileges given to inmates, made PAN become another prison overflowing with inmates and trouble.
