This dissertation aims to present the results of the Master's research on "The Discourses of Virgílio Martins de Mello Franco in the Minas Gerais Senate on Education and Vocational Training (1891-1922)" conducted within the framework of the Postgraduate Program in Technological Education (PPGET). The proposal is to study Senator Mello Franco by reconstructing his family background, professional trajectory, and intellectual contributions from 1891 to 1922, in order to analyse public education and how it was conceived as a transformative instrument for society through his speeches in the Minas Gerais Senate. The Annals of the Minas Gerais Senate were considered as a source to analyse Mello Franco's discourses, following the concept of repertoire as appropriated and redefined by Angela Alonso (2002), after delving into Mello Franco's biography. The available sources will be from the Annals of the Minas Gerais Senate. The theoretical framework of Charles Tilly, as viewed through Angela Alonso's perspective on the concept of repertoire, will be employed as a theoretical reference for analysing the source material. Additionally, the French Discourse Analysis methodology proposed by Patrick Charaudeau will be utilized, enabling us to comprehend political discourse as a language practice and its cultural and social realities.
