SUMMARY:

Facing the rising admission of  People with Disabilities (PWD)  to  the technical courses subsequent to the Federal Technical Network, specially in the  Technical Nursing course, this thesis, aligned with the Vocational Education Processes research of the Postgraduate Studies Program in Technological Education of the Centro Federal de Educação Tecnológica de Minas Gerais (CEFET) proposes to analyze and question the action of the teaching-staff nurse before the inclusive processes in the Technical Nursing Course. The investigation proposed comes from the uneasy observation of the increasing search of  PWD for the Technical Nursing course considering the limitations imposed to the teaching-staff nurses in their assistance to the public, both by the education emphasizing the clinical-assistentialist  practice, and by the lack of education in pedagogical and inclusive practices. These remarks led us to the following guiding question: how are the teaching-staff nurses of the Technical Nursing courses of the Federal Technical Network of Technological Education in the Southeastern Region of the State of Minas Gerais dealing with the process of PWD students’ inclusion?  The present research has the general purpose to analyze how teaching-staff nurses of the Federal Network of Technological Education in the Southeastern Region of the State of Minas Gerais act in the PWD inclusion regarding the inclusive practices and knowledge in the teaching/learning context of the Technical Nursing courses. The specific purposes are the following: 1) by means of Foucault’s archeological and genealogical method, a survey was conducted on how the discourses about People with Disabilities were and are constructed; 2) launch a new perspective on the curriculum that guides the nursing education in what concerns the questions on the inclusion and daily implications in classroom; 3) further a discourse analysis of the collected questionnaires, tracking how the participant teaching-staff nurses carry out (or do not carry out) inclusive practices seeking the PWD students’ permanence at the nursing course; 4) study the questions related to the inclusion/exclusion in Technical Nursing courses based on the theoretical and methodological studies listed, and in the analysis of the collected corpus.  Supported by theoretical and methodological principles, the Discourse Analysis French line, and the following Foucault’s conceptual tools were chosen: governmentality, biopower and biopolitics. Based on the pursued analyses, the presence of discursive and non-discursive practices connected with life government, in which and by which the presence of biopolitics and governmentality in the participants’ words is evidenced.  Therefore, an inclusion wrapped in a governing art typical of neoliberalism comes up. Nevertheless, although the participant teaching-staff nurses discourses are inserted in a neoliberal rationality, they acknowledge the importance of inclusion in the context of the  Technical Nursing education, while they manage to identify the difficulties faced in this process, and point out options to minimize the obstacles, that is, little resistance possibilities, as for instance, through the understanding of the Technical Professional Education as a possibility of an actual  inclusion through the principles of omnilaterality  and integrality.
