THE NATIONAL STUDENT ASSISTANCE PROGRAM (PNAES) IN THE STATE OF MINAS GERAIS: ISSUES OF RACE AND GENDER

This research aims to understand, through a qualitative analysis, how the Network for Professional, Scientific and Technological Education (RFEPCT) in the state of Minas Gerais (MG), composed by the Federal Institute of Minas Gerais (IFMG), the Federal Institute of the North of MG (IFNMG), the Federal Institute of the Southeast of MG (IF Sudeste MG), the Federal Institute of the South of MG (IFSULDEMINAS), the Federal Institute of the Triângulo Mineiro (IFTM) and the Federal Center of Technological Education of Minas Gerais (CEFET-MG), develop the National Student Assistance Program (PNAES) from the perspective of defending the access, permanence and educational success of groups affected by gender and ethnic-racial differences.The concept of intersectionality, coined by black feminist scholars, was used to highlight the prevalence of social inequalities experienced by students who cross different lines of identity, particularly ethnic-racial and gender. The methodological path begins with a documentary and bibliographical review of the research carried out within the context of student permanence and legislation that deals with Student Assistance and school permanence at the federal level, considering as a starting point Decree nº 7,234/2010, which created the PNAES, and the important Law nº 12,711/2012, and its amendment by Law nº 13,409/2016, which provides for the reservation of places for admission to federal universities and federal institutions. As research tools, we chose semi-structured interviews and questionnaires with staff performing their duties at PNAES, Affirmative Actions and Inclusive Actions in the above-mentioned institutions. The research allowed us to conclude that intersectionality is an important study and work tool that should be considered in the further development and implementation of access and retention programs and actions at RFEPCT, offering new perspectives on overcoming pragmatic and scholarship-based student assistance.
