SUMMARY:

From this and many other questions surrounding SAEE, there arises the need to seek alternative references in the Special Education Service Centers of the Federal Network of Professional, Scientific, and Technological Education, anchoring this research in the discursive analysis of official documents of the Educational Public Policy of Special Education in Minas Gerais - which substantiate and organize the functioning of these services and interventions - intertwined with professional experience in SAEE, problematizing the conditions of production of normative statements and seeking to trace the senses that emerge from them regarding professionals and students with subjective impasses or obstacles, such as, for example, and albeit indirectly, those labeled with ADHD, paying attention to the relationships between linguistic and discursive structures and the neoliberal rationality of the contemporary educational management model and the type of subject it aims to produce. This research is theoretically and methodologically supported by the interfaces between Discourse Analysis, specifically the French current, the Theory of the Four Discourses of Lacanian Psychoanalysis, cartography, and documentary research, following an archaeo-genealogical perspective. This investigation is situated in the Research Line covering studies and research on formative processes in the areas of Professional and Technological Education (PTE), within which lies the Accessibility and Inclusion Support Center (NAAPI), whose organizational and operational regulations were studied. As results of the research, we highlight, as one of the effects of meaning produced in/by the discourse of legislation, the erasure of the singular and the subjective, as well as the term cooperation in legal propositions for the so-called disabled subject, and, conversely, the repeated presence of the terms competencies and skills, aligned with neoliberal rationality; as an effect of the increasing circulation of university discourse in schools, we find the multiplication of cases of students who exhibit restless, inattentive, undisciplined behaviors, which may be labeled as ADHD; as effects of a biologizing conception of ADHD in the Public Policy of Special Education of SEEMG, we locate the increase in requests for Specialized Educational Assistance (SEA) teachers.
