SUMMARY:

The Penitentiary Police of Minas Gerais had its legal recognition and became part of the Police Force of the State of Minas Gerais - together with the Civil Police, the Military Police and the Fire Department -, from the year 2019, upon approval of the Amendment to the Federal Constitution nº 104. Despite being a recent police force, the internal custody of prisoners, the external custody of prison establishments and the maintenance of prisoner discipline in the State date back to the colonial period. As part of the Municipal Administration, it began in 1711, when the first villages were founded, with their respective Chambers and Jails. At the time, until recent years, such functions were performed by the so-called jailers, later called Penitentiary Agents. Currently, with a workforce of more than 17,000 men and women distributed throughout the State, the Minas Gerais Criminal Police carries out diverse activities, is linked to the Public Security Secretariat (SSP-MG) and is an occupational locus little studied in academic research. , with its genesis, vicissitudes and organizational forms still unknown to society in general. Thus, the present research using a Phenomenological, Descriptive and Qualitative Approach, using the Historical Method as a procedure for collecting and systematizing findings in files, documents and legislation available in the Mineiro Public Archive and in three older prison units in Minas Gerais: Neves Agricultural Penitentiary, Judiciary Manicômio and Women's Penitentiary, aims to bring to academic debate the genesis of the profession, the changes it has undergone, highlighting the entry of women into its occupational framework. The results reveal that the linking of the custody of prisoners to state power occurred in the republican period, when matters related to justice, among others, were delegated to the Secretariat of State for the Interior, established in 1891. It was also verified that In Minas Gerais, the first predecessor of the current Penal Police was the Guard, whose first functional records date back to the beginning of the 20th century, when the first penitentiaries were established in the State. As for the exercise of women in the profession, the oldest settlements date back to 1931, when two women were hired as Guards to work at the Judicial Asylum. This finding, at worst, places criminal police officers as pioneers in public security in the State of Minas Gerais, given that women joined other state security bodies from the 1970s onwards. The discussions presented are expected to provoke reflections on the history and relevance of the Criminal Police in Public Security in the State of Minas Gerais over the years and encourage new research in this professional locus.
