SUMMARY:

This dissertation in History of Education presents as its research object the institution of professional and technical education at the Fundação de Ensino de Contagem-MG (FUNEC). The research focused on the trajectory of professional and technical education (EPT) in a municipal public institution, an unusual fact in Brazil where the predominant offer of EPT comes from national programs. FUNEC was created by municipal law in 1973, with the declared objective of supplementing municipal actions within the scope of elementary education. Over time, it transformed into a professional high school. The questions that guided the research focused on three aspects: which professional courses were offered throughout FUNEC's history? Who was involved in the courses? How was the design and organization of the course offerings? The objective is to analyze the institution of professional and technical education at the Contagem Education Foundation in Minas Gerais, Brazil. Historical research on the historical research was carried out on educational institutions, seeking to investigate what happens in them, and seeking to understand the factors that build a meaning specific to the institution, within the context of which it is part, even with the changes that have occurred over the years. The theoretical and methodological orientation of the research was based on Magalhães and Nosella and Buffa. In addition to bibliographical consultations, documentary research was carried out in primary sources. The trajectory of the institution of EPT at FUNEC was analyzed from 1973 to 2021, and highlights the impact of laws, as well as the interference of political actions in its formative process. The results obtained demonstrate that national laws interfered in FUNEC's historical process. Established as a non-profit entity with legal personality under private law, FUNEC has, over time, undergone changes, both regarding the offering of courses and its own structure and purposes. In 2023, FUNEC celebrated its 50th anniversary, which allows defining it as an institution, after all, five decades indicate a trajectory that made it adapt to governmental changes in the municipality and to changes in national educational legislation during the period. The research findings indicate that by adapting to changes, FUNEC was also consolidating, thereby becoming established as an institution. Specifically, all these considerations about FUNEC are also valid for the condition of professional and technical education at FUNEC: equally established.
