RESUMO:

Poor management of water resources with growth in demand for water and climate change are impacting factors in the flow regime of rivers. The natural dynamics of rivers directly interfere on the biodiversity of aquatic ecosystems and on the development of local activities. Studies about environmental flow have been developed around the world since 70’s. In general, environmental flow is defined as the water quantity during a period of time required to maintain in a river in order to conserve natural aquatic ecosystems and cultural, social and scientific aspects of interest. In the last years, this concept evolved to determine the whole environmental regime and not only one of this component: the magnitude. There are more than 200 methodologies related to ecological flow in the world. In Brazil, the law determines the applications of the most simple methods (hydrologic approach) for water concession. There are studies in the country that apply more complex methods to determine the environmental flow or even to determine the environmental regime. However, none of them proposes an adapted method for tropical which consider the particular lack of biological data, wide biodiversity in tropical countries and scarcity of financial resources from countries normally located in these areas. Thus, this work wants to answer the research question: Is it possible to determine a new multicriteria method that considers the environmental flow regime for tropical rivers located in developing countries? We choose a section of the Rio Preto, tributary of  Paraíba do Sul river, to apply the methodological steps: (1) current hydrological characterization of the study area, (2) collection information at the study area, (3) application of range of variability approach -RVA and (4) hydrodynamic modeling for PHABSIM application. Fish suitability curves and the multicriteria methodology adapted will be defined to finish the work. Therefore, we hope to build new method for environmental regime that can assist water resources management policies on tropical areas located in developing countries.
