The Decision making in relation to a public examination or ad hoc nomination in a autarchy of Minas Gerais: a case study

This work proposes to characterize the hiring of Sworn Translators performed by a autarchy of Minas Gerais from October 1988 to May 2009, in order to describe the criteria used in the decision to hire ad hoc and by public examinations, in view of the principles and rules that govern public administration. In light of Dworkin's studies on collision between principles, the guiding question is: what are the main requirements adopted by the Public Administration to hire a sworn translator by public examination or ad hoc nomination, represented here by an autarchy of Minas Gerais, taking into its principles and rules? This investigation is a research with a qualitative and descriptive approach. About temporality, it’s longitudinal, between 1988 and 2009. The research method chosen is the simple case study with the techniques of data collection, documental research, semi-structured interview and questionnaire.
