Innovation can be seen as a source of competitive advantage for organizations and as a strategic direction for the development of regions and countries. The cooperation between universities, companies and the Government, the Triple Helix (TH), is admitted as promising in innovation systems. In Brazil, there are already successful cases of TH, but research on these cases is concentrated in some regions of the country. Minas Gerais has the largest number of higher education institutions in the country and has strong organizations linked to innovation, but little is known about TH cooperation in the state. The interactions between the agents of TH represent a complex type of cooperation, which involves different motivations of the agents, analysis of different types of information and also different contributions for it to occur. With this in mind, this research aims to analyze the decision-making process related to the cooperation between the agents of the Triple Helix in the Regional Innovation System of Minas Gerais (RIS-MG). As steps to achieve this goals, it is proposed: to survey the base projects of the Triple Helix in the last ten years at RIS-MG, to analyze the structure of the interactions and their progress over the studied period; analyze the perception of the RIS-MG agents regarding the Triple Helix cooperation; and verify the practices adopted in the decision-making process for cooperation. For that, Systems Theory, Neo-Institutionalism, and the concepts of decision-making processes, cooperation and innovation will be used as theoretical lenses. It will also present the state of the art of the Triple Helix interaction, as well as its application in Brazil. Through a subjective perspective, even if anchored in some observations of another nature, an interpretative approach will be favored. Under this subordination, it was decided to use quantitative tabulation, document analysis and semi-structured interviews for data collection. After tabulated and transcribed, the data will be analyzed using descriptive statistics and content analysis. It is expected that with the available research results there will be a possibility for the agents of the system to seek greater integration among themselves, greater competitiveness for the arrangement as a whole and to face the difficulties raised in terms of cooperation between the three spheres in the state.
