RESUMO:

The Quotas Law, enacted in 2012, guarantees the reservation of places in Federal Institutions of Higher Education (IFES) for students who have attended high school in public schools, self-declared blacks and browns, indigenous people and people with disabilities. This legal instrument can be seen as a necessary and correct alternative that will have effects in the medium and long term to overcome the historical social and educational inequalities in Brazil, as it contemplates the complex racial, social and economic dimensions of the country. Considering the decentralized structural nature of academic environments, universities have adopted different strategies for implementing and monitoring this public policy. Based on this, the present research intends to analyze the implementation of the Quota Law in an IFES, understanding the decision-making processes and the university routine in the light of institutionalism. The theoretical discussion for understanding the elements of the analysis is anchored in Institutional Theory and its vision as a multiparadigmatic theory. In a complementary way, it raises the connections of Institutionalism to the social construction of reality, intersubjectivity, daily life and decision-making processes. This is a descriptive qualitative research, whose method to be adopted is the case study, using interview techniques, document analysis and non-participant observation as data collection techniques, the latter inspired by the concepts of Ethnomethodology . The period defined in this research will be from 2012 to 2020, which comprises the year of the enactment of the Quota Law and the current year of analysis, respectively. For data analysis, we intend to use content analysis and conversation analysis. The contribution of this research encompasses the premise of analyzing the law implementation process considering the institutional connections between Higher Education and Society, through a proposal not plastered in theoretical-methodological terms.
