SUMMARY:

Collective decision-making in public administration has become increasingly widespread, given the growing need for participation and collaboration of different actors. Specifically, collegiate decision making is a characteristic mark in brazilian universities. Affirmative action policies are also expanding, given the numerous inequalities in Brazil and the resulting asymmetries in opportunities. In this perspective, the Federal University of Minas Gerais, the focus of this project, has approved an inclusion policy for black people and indigenous and person with disabilities in its stricto sensu postgraduate courses. In this policy, the most of the decisions for the implementation of the resolution, such as the percentage of vacancies to be reserved for blacks (between 20% and 50%), the elaboration of the announcement and the inclusion of mechanisms to promote the permanence of this public (such as the distribution of scholarships), were at the collegiate organs of the programs; therefore, the specific decisions related to the implementation of the policy and its decision-making process were decentralized, executed in a collegiate way. The objective of the proposed research is to analyze the opportunities and challenges of the process of collective decision-making from a case study of a mixed approach to the implementation of the quota policy in stricto sensu postgraduate courses at UFMG. To accomplish what is proposed, the study will unfold in two phases: the first is based on a documentary analysis that will seek to characterize the context of the policy implementation. Then, semi-structured interviews will be carried out with different actors associated with graduate programs and the implementation of the policy, in order to investigate, from the perception of these actors, the advantages and challenges of the collective decision-making process in a public institution.
