SUMMARY:

The Federal Network of Professional, Scientific and Technological Education (FNPSTE) has a national coverage and is composed of 64 institutions, among them, its Technical Schools, the Federal Education Institutes, the Federal Education Centers and Colégio Pedro II. FNPSTE offers education in the most diverse modalities, free of charge and accessible to all of society. In this sense, in order to keep this education accessible and with quality to all regions where the FNPSTE is present, there is a growing interest on the part of the public administration to measure the efficiency of its units. Thus, this research aimed to propose an objective approach using Principal Component Analysis (PCA) for the selection of input and output variables and Data Envelopment Analysis (DEA) to measure the efficiency of FNPSTE from the perspective of educational indicators from the Nilo Peçanha Platform (NPP), the Governance and Management Index (GMI) and the General Course Index (GCI) of educational institutions of FNPSTE. It is worth highlighting the possibility of using the results postulated here to aid decision-making by managers at a strategic and tactical level, such as rectors, pro-rectors, general directors and other systemic directors of FNPSTE institutions. Regarding the methods used, this research was applied, as it proposed an objective approach to a real problem in the educational field. Furthermore, it was quantitative since it measured numerically the efficiency of the FNPSTE units. With regard to the purposes, it was descriptive, as it sought to identify, record and analyze the characteristics of the studied object. As a means, a documentary research was carried out on data from the indicator of the Federal Court of Accounts (FCA) called IGG, from the IGC of the National Institute of Educational Studies and Research Anísio Teixeira (NIES) and the educational indicators present in the NPP from the Ministry of Education (MEC). From the results, it was possible to select variables with high explanatory capacity, non-redundant and that contemplated important areas to be monitored in education, such as budget resources, quality of courses, governance and management. In addition, from the measurement of efficiency, it was possible to point out the IFRN as the only efficient Decision Making Unit (DMU) and the main reference regarding the adoption of good efficiency practices. Furthermore, from a regionalized perspective, it was found that the DMUs located in the southeast and south regions were the ones that obtained the best ranking positions. On the other hand, in general, the North, Northeast and Midwest regions did not obtain good efficiency results. Greater attention is given to the DMUs located in the northern region, mainly due to the results achieved in the indicators and due to the geographic dispersion to be attended by the DMUs. Finally, after comparing the DEA ranking with the Academic Efficiency Index (AEI) published by the NPP, it was possible to verify significant differences in the positions reached by the DMUs, with the recommendation not to use the AEI as a ranking criterion or to adopt the DEA for that purpose.
