The Government's Role in Market Development: a study on the brazilian cultural sector during the pandemic

This research proposal intends to understand the role of the government in the development and maintenance of markets. For this purpose, a longitudinal qualitative study will be carried out, in which secondary data and interviews will be used, having as an empirical context the Brazilian cultural sector which, due to the nature of its activities, where it usually require a face-to-face environment to carry out their exchanges, was very impacted by the health and economic crisis generated worldwide by the Covid-19 pandemic. Based on this, the proposed research intends to shed light on government — an actor that is sometimes overlooked by CCT researchers investigating market systems. Thus, we seek to broaden the discussion on government participation, through its public policies, in market dynamics, as well as its decision-making process. In addition to the intended theoretical contribution, the results that will be achieved will be able to guide public managers and other actors in the cultural sector in their decision-making processes.
