SUMMARY:

When people make decisions, they do so by violating some of the axioms of normative theory. The axiom of invariance states that a variation in the way of representing options that do not affect the results should not affect the choice. The Framing Effect - FE - the theme of this research, appears when alternative descriptions change the decision, as reported in the works of Kahneman and Tversky and which is already settled on a robust empirical basis with the assistance of other researchers. But options are required when there is a decision problem, for which a “statement” is required: a representation of the problem. For Simon, problem representation is critical to the decision-making process. This opens the possibility of investigating whether alternative representations of the problem, with the same options, lead to different responses from decision-makers, in what would be a second-line FE. To test this complement, the research reported in this project will follow in the footsteps of Kahneman and Tversky, adapting them to the purpose. Thus, a survey will be applied to a selected sample (people with an academic background and/or experience in Administration) with demographic questions and a scale of “hypothetical choices”, developed for the proposed purpose (testing the second-line FE). After treatment, the data will be subjected to descriptive statistics and hypothesis testing. The results will be confronted with the literature on FE, bounded rationality, Prospect Theory, heuristics, and biases. Second-line FE may or may not be evidenced. The first possibility would be the most significant: the proposed scale and the sample were competent to bare it unless there was a sample error (false positive). In contrast, if there is no evidence of second-line FE, it is implied that there would be no second-line FE, or the scale was unskilled, and/or the sample provided a false negative. One way or another, there will be progress in the knowledge of decision-making processes.
