Public Consortiums as a Solid Waste Management Tool in Minas Gerais

Sustainability has been affected by the form that consumption has taken over the years, causing the generation and waste to grow more and more. Inadequate management of urban solid waste can generate environmental and public health problems, so it is an area that presents challenges for municipalities. For these problems, a feasible alternative is the Public Consortium, as it is adjustable to the requirements of the basic sanitation scenario that permeates the scope of solid waste. The general objective of the proposed research is to point out the advantages and difficulties in the formation of public consortia for the management of urban solid waste. The specific objectives include carrying out a survey of public solid waste consortia operating in Minas Gerais; identify the percentage of consortium municipalities in Minas Gerais in the area of solid waste management; to point out methods of final disposal of solid waste and reverse logistics of consortium and non-consortium municipalities; identify how solid waste management is carried out in non-consortium municipalities in Minas Gerais; and to compare the solid waste indicators of the group of consortium Minas Gerais municipalities and of a group of non-consortium municipalities of Minas Gerais. The methodology is based on documental research and application of a questionnaire. For this, firstly, the public waste consortia implemented in Minas Gerais will be schematized through a case study focused on the state. Through the sampling method, consortium municipalities and a group of non-consortium municipalities belonging to other metropolitan regions of Minas Gerais will be selected. Questionnaires will be applied to representatives of the consortium and non-consortium municipalities, paying attention to aspects of the formation of public consortia, waste management, among other aspects. As for the results, it is expected to identify indicators of solid waste management in comparison of the consortium and non-consortium municipalities to describe the advantages and disadvantages of each one.
