The Domain of Party Criteria on the Appointments of Trust Positions in the Network of Professionals Commissioned for the Direct Administration of the Executive Power of the State of Minas Gerais

SUMMARY:

The dynamics of the nomination processes for commissioned positions in the public sector raises questions about the criteria applied for the selection of hired professionals, in addition to issues that may interfere with internal controls and aspects related to the governance of public administration bodies. In the case of the federal scenario, the most widespread expectation in the analysis of appointments to positions of trust in the bureaucracy suggests the dominance of party criteria (LOPEZ; SILVA, 2019). Therefore, the purpose of this research is to understand how the set of individuals with partisan affiliation identified in the social network formed by commissioned public agents in the State of Minas Gerais is capable of altering the distribution of power among these social actors. It is thus intended to identify partisan individuals in the network formed by commissioners assigned to positions in the “Grupo de Direção e Assessoramento da Administração Direta do Poder Executivo – DAD” and, according to the position of these individuals, demonstrate aspects related to the power of employees represented in this structure. It is proposed to investigate the types and gradations of power based on criteria of centrality, over time, considering the period between 2012 and 2021 and according to the dynamics related to the movements of transfers between bodies and secretariats of the organic structure of direct administration of the executive power in the State of Minas Gerais. Furthermore, based on the identification of individuals who are registered in Brazilian political parties, it is intended to verify ideologically oriented connection links according to the alternations of political-party power presented in the State of Minas Gerais. For this work, a methodological proposal was chosen with a qualitative-quantitative approach, with a descriptive objective, through the study method based on the analysis of social networks and the interpretive method of triangulation. The intention is that those interested in the dynamics of joining the public administration understand the existence of possibilities of interference caused by the freedom given to the public manager in the process of appointing professionals they trust and, consequently, the implications of these interventions in the governance process. In this context, the decision-making process that involves choosing one or another professional may not always be linked to the interests of the organization, but guided by an individual or group of individuals. It is noteworthy that the result of this research can serve as an instrumental basis for the public administration, with regard to the elaboration of measures, to mitigate the possibility of meeting individual interests to the detriment of social interests, in case specific actors intend to modify the best decision to make. Furthermore, this project will contribute to the professional development of those involved with the challenges faced in government spheres.
