SUMMARY:

This dissertation aimed to analyze the management and monitoring activities of public contract of construction work from the perspective of stakeholder theory. In methodological terms, a case study was conducted in a federal institution of higher education (Ifes). Four semi-structured interviews were made with monitoring officers, contract manager and agent of a contracted company. The data were analyzed qualitatively through the technique of content analysis. It was noticed that the problems incident in the management and monitoring, identified in the literature review, also occur in the researched institution. Three aspects emerged more expressively in the participants' speech as determinants of good contractual execution: the contractor’s ability to carry out the contracted object; the profile of the monitoring agent and contract manager; and the trust in the relationships between stakeholders. It was evidenced the centrality of the contract manager as a decision maker in interactions with stakeholders to obtain a positive result in the execution of the construction works. The analysis of public procurement management and contracts monitoring activities through stakeholder theory has the potential to contribute to a better understanding of organizational processes, as well as provide greater clarity for resource allocation decision making.
