SUMMARY:

The adoption of solar energy can be seen as essential for the advancement of renewable energies, since it is able to supply the demand for electricity, without emitting greenhouse gases or other pollutants, reducing dependence on fossil energy sources and mitigating climate change. Minas Gerais became the leader in photovoltaic solar energy generation in Brazil from 2017 and since then has maintained its leadership position. Taking this context into account, the general objective of this research is to analyze the decision-making process of public policy on solar energy in the Government of the State of Minas Gerais, from the perspective of the theory of multiple flows. This theory is presented in the literature for issues related to the government agenda, with an explanatory approach to understanding how public policies are formulated and adopted in complex environments. According to this theory, public policies are the result of the convergence of three independent flows, which only meet at specific and favorable moments: flow of problems, flow of solutions and political flow. This propitious moment is called Window of Opportunities and is influenced by public entrepreneurs. Kingdon (2003) is the main author of this theory, however it has been revised by authors such as Herweg; Zahariadis; Zohlnhöfer (2018) that included another step in the process, the Decision Window, which is influenced by the political entrepreneur. To achieve this objective, it was necessary to establish a theoretical framework that would conceptually support the research, including decision-making processes in public policies, analysis of public policies, theory of multiple flows and its adaptation. The methodological course was designed around a descriptive qualitative research, whose chosen method was the case study. It is intended to collect data through documentary research, semi-structured interviews with actors in the solar sector in Minas Gerais, especially those who worked in public policy in the Executive and Legislative branches, as well as representative associations in the sector, and participant observation that will be analyzed by through the technique of content analysis.
