Human resources practices focused on innovation are essential to encourage the implementation of innovations in public policies, processes, products, and services. Such practices, which traditionally include recruitment and retention, training, delegation, internal communication, and incentives, combined with emerging nudging practices, can influence human behavior in the decision-making processes that generate innovation. This project aims to analyze to what extent the use of nudges in human resources management practices focused on innovation can influence behavior towards innovation and innovation implementation in the public sector. The quantitative research will be conducted through a survey, with data collection through a structured questionnaire applied to a sample of active public sector employees in Brazil. This is expected to identify how human resources practices are linked to behaviors in innovation decision-making processes and whether these behaviors relate to the generation of innovations. In the organizational context, the use of nudges proves relevant in driving creativity and innovation, fostering the search for innovative solutions in the public sector. Therefore, this study presents a proposed scale that measures nudging as a tool for indirect incentives that influence worker behavior towards innovation in the public sector. By achieving its objective, this project affirms the relevance of human resources practices focused on innovation in the brazilian public sector.
