SUMMARY:

Sustainability has been affected by the way consumption has been taking over the years, causing the generation of waste to grow more and more. The inadequate management of urban solid waste can generate environmental and public health problems, which is why it is an area that presents challenges for municipalities. For these problems, a viable alternative is the public consortium, as it is adjustable to the requirements of the basic sanitation scenario that permeates the scope of solid waste. Among the possibilities of municipal public partnerships for municipal waste management, the object of study of this research is the public consortium legal instrument, supported by Law 11.107/2005. The cutout chosen for this research was, among the regions of Minas Gerais, the north of the state. The territorial extension of the north of Minas, the existence of four consortiums, the number of only 03 non-consortium municipalities out of a total of eighty-nine, and the number of municipalities associated with the same consortium, Codanorte, in the northern region were the main reasons the choice of the regional cut of this research. The general objective of the proposed research is to point out the advantages and difficulties in the participation of municipalities in consortia for the management of urban solid waste in the north of Minas Gerais. In order to achieve this objective, the following specific objectives are proposed: Conduct a survey of public solid waste consortia in operation in Minas Gerais; Identify the percentage of consortium municipalities in Minas Gerais in the area of solid waste management in a comparative percentage between 2021, 2022 and 2023; Point out solid waste final disposal methods and reverse logistics in municipalities associated with CODANORTE in Minas Gerais; Identify how solid waste management is carried out in the three non-consortium municipalities in the north of Minas Gerais; To analyze the solid waste indicators of the group of Minas Gerais municipalities in the northern region of the State. The methodology is based on documentary research and application of a questionnaire. For this, firstly, the public waste consortiums implemented in Minas Gerais were outlined through a case study focused on the state through the IDE-SISEMA platform. Through a sampling method, municipalities associated with Codanorte in the north of Minas Gerais will be selected. Questionnaires will be applied to representatives of the consortium and non-consortium municipalities, paying attention to aspects of the formation of public consortia, waste management, among other aspects. As for the results, indicators were listed, based on the SINIR platform, for solid waste management in the municipalities associated with Codanorte in Minas Gerais to describe the rates in the north of Minas Gerais. In addition, decision makers in the consortium municipalities in the north of Minas Gerais indicated the advantages and difficulties of joining a consortium. As well as a comparative percentage of consortia in Minas Gerais in the period between 2021, 2022 and 2023. Thus, the objectives proposed in this research were answered, in addition to indicating the basis of themes for new research on MSW management.
