SUMMARY:

The adoption of ESG (environment, social and governance) practices has increasingly entered the agenda of companies, for their management and investments, since financial performance alone has not been enough to meet investors’ expectations, who are increasingly searching for companies with socially responsible investment (SRI). Thus, companies seek to balance the interests of their stakeholders and achieve legitimacy. Initiatives to establish ways to assess and validate ESG practices have been carried out around the world, such as the GRI guidelines, the creation of sustainability indexes on stock exchanges, such as the B3 ISE, and the establishment of rules by regulatory authorities. Among the set of companies, state-owned companies are a specific type that are established when the State develops economic activities directly. In Brazil, stateowned companies recently received an incentive to comply with stricter rules of governance and socio-environmental management, following the enactment of the law on state-owned companies, Federal Law No. 13,303/2016. All these guidelines, indexes and standards have the potential to generate isomorphic pressures on companies, so that they can legitimize themselves and keep looking for perpetuity. This research aims to analyze the relationship between the adoption of ESG practices in publicly traded Brazilian stateowned corporations and their performance, from the perspective of neoinstitutional theory. To achieve this objective, qualitative methods will be used, with the verification of which ESG topics were addressed by companies in their mandatory publication documents to determine their performance in ESG, through the content analysis of these documents. Quantitative methods will also be used, based on the analysis of data obtained by econometric models for assessing ESG performance with the economic-financial performance (ROA, ROE and Tobin's Q) of these companies. Descriptive statistics will also be used to analyze the results of the companies and compare their performance with each other, checking for mimetic isomorphism in the decisions to publish these documents. This work intends to provide contributions to the debate on the compliance of publicly traded Brazilian state-owned corporations with ESG, in search of efficiency and legitimacy. In addition to seeking to contribute to knowledge about governance in state-owned companies and their compliance with the legal statute, which may offer an opportunity to improve the ESG instruments adopted by these companies in Brazil.
