The Government’s Role in the Market: a study on the brazilian cultural sector during the pandemic

This research investigates the role of the government in markets in a crisis context with the aim of expanding the discussion about this actor in a systemic market approach. . For this purpose, a longitudinal qualitative study was carried out in which secondary data such as laws, official communications and news, as well as interviews and content from online platforms - Spotfy and Youtube - were analyzed hermeneutically, using the Belo Horizonte's theatrical market as its empirical context, which, due to the nature of its activities, where it usually require a face-to-face environment to carry out its exchanges, it was greatly impacted by the health and economic crisis generated worldwide by the Covid-19 pandemic. The study sheds light on government - an actor that is sometimes neglected by CCT researchers investigating market systems - and highlights the importance of public policies in market dynamics. Resilience theory was used to understand the theatrical market's ability to adapt and survive in times of crisis. The research also addressed the decision-making process in complex systems, combining resilience theory and bounded rationality. The results revealed that, although the implementation of public policy was crucial for the survival of the theatrical market during the pandemic period, governments played very different roles at the federal and municipal levels.
