SUMMARY:

This work seeks to analyze how the institutional practices of a mini-public can influence public decisions in a municipality. The State-society relationship from a democratic-participatory perspective (where greater social control arises from active citizen practices) refers to contributions to public governance made by non-profit institutions. In this study, the experience of a social observatory (OS) is analyzed in light of the concept of mini-public – which is the institutional design composed of ordinary citizens who organize themselves in small groups to deliberate on matters of interest to society, improving decision-making. public decisions. As specific objectives, we seek to: map the characteristics of the institutional design of the Observatório Social do Brasil - Pará de Minas (OSB-PM) through the eight choices for mini-publics; describe the work of OSB-PM with public authorities in the municipality of Pará de Minas (MG); analyze the influences and contributions generated by the OSB-PM in municipal public governance. Through documentary survey, non-participant observation and semi-structured interviews, the aim is to understand the role of a social observatory in public decision-making, analyzing the influences arising from its performance as a voluntary, non-partisan and non-profit organization. Based on the data collected and in light of the theoretical framework selected for categorization and analysis, the OSB-PM filled in and corresponded to the eight choices for mini-publics, especially those for Empowerment and Monitoring, revealing a great connection between this institution and the State. During the analyzed interval, there was a consistent sequence of deliberations that obtained favorable decision-making results from the municipal public authorities, control bodies such as the Brazilian Court of Accounts, and the Public Ministry. In this, the influences perceived in the study by the institutional action of social observers in Pará de Minas brought contributions to municipal public governance, such as in their character of participation (quantity, bias and quality); in its way of accessing information (by representatives, by citizens, and in encouraging citizenship); and in the strong connection of its deliberations with effective state action (accountability, fairness of policies and effectiveness). This study aimed to contribute to expanding academic interest in institutionalized practices of social control, such as social observatories; and the perception of the importance of ordinary citizens taking ownership of public issues in their municipalities.
