SUMMARY:

The adoption of solar energy can be seen as essential for the advancement of renewable energy, as it can meet the demand for electricity, without emitting greenhouse gases. Minas Gerais became the leader in photovoltaic solar energy generation in Brazil in 2017 and has since maintained its leadership position. Taking this context into consideration, the general objective of this research was to analyze the decision-making process of public solar energy policy in the government of the state of Minas Gerais, from the perspective of the theory of multiple flows. To achieve this objective, it was necessary to establish a theoretical framework that conceptually supported the research, including public policies, decision-making processes in public policies, theory of multiple flows and their adaptation. The multiple streams theory is presented in the literature as an explanatory approach to understanding how public policies are formulated and adopted in complex environments. According to this theory, public policies are the result of the convergence of three independent flows, which only meet at specific and propitious moments: the flow of problems, the flow of solutions and the political flow. This propitious moment is called Window of Opportunities and is influenced by public entrepreneurs. Kingdon (2003) is the main author of this theory, however it has been revised by authors including the Decision Window, which is influenced by the political entrepreneur. In addition, the energy sector and the use of renewable energy were also researched, as well as bibliographical research on public policy for solar energy in the world and in Brazil. This was descriptive qualitative research, using the case study method. Data was collected through documentary research, semi-structured interviews with sector actors in Minas Gerais and participant observation, which were analyzed using content analysis. The research results reveal the significant progress of public solar energy policy in Minas Gerais since 2011. Influenced by the scarcity of water and energy in the north of Minas and the need to build artesian wells and pumping, the policy was driven by Normative Resolution 482 from ANEEL and tax incentives, leading Minas Gerais to become the Brazilian leader in photovoltaic generation by 2023. The structuring of the policy included the collaboration of public and political entrepreneurs, and was guided by economic development objectives, addressing challenges such as energy diversification and the promotion of solar energy compared to traditional sources. External factors such as global technological advances in the solar energy sector, market trends and environmental concerns have had a significant impact on the decision-making process. These factors have helped shape the perception of the urgency and viability of solar energy as a strategic energy option. There was a recognition of the need for sustainability and a long-term vision in political decisions, considering not only immediate economic benefits, but also environmental impacts and future sustainability.
