SUMMARY:

The Law of Guidelines and Bases of National Education ensures public school units autonomy in pedagogical, administrative, and financial management, thereby attributing to school management, in addition to the management of the teaching and learning process, responsibility for financial management. In this context, in Minas Gerais, to effectively fulfill its relevant pedagogical function, the school relies on the management team of the School Fund for the management of financial resources. Furthermore, according to regulatory determination, the School Fund has the school's Director as its President. However, to hold this position, professional training only requires that the employee comes from the teaching staff, without necessarily having knowledge in the field of management. Therefore, this study aimed to identify the main challenges faced by managers in financial management, focusing on the execution and accountability of received resources. To achieve this, specific objectives were outlined: a) understand the structure of the financial resources allocation for education and their allocation in schools; b) identify the management team's structure; c) analyze the legislation regarding the execution and financial accountability of financial resources; d) propose a tool to enhance the technical work of executing and accounting for financial resources. As for the methodology, we opted for, firstly, a literature review, aiming to build a theoretical framework to identify, through legislation and bibliographies, the format in which financial resources are made available for education, as well as the structure of the School Fund's management team. The study revealed that the relevant legislation is extensive and scattered, without a single concise source to assist in the execution and financial accountability. Furthermore, an online questionnaire was applied to school directors within the jurisdiction of the Regional Superintendence of Education in Divinópolis. This aimed to understand their background and identify the main difficulties these Directors face regarding financial management. From the survey, it was identified, in summary, that most managers come from the teaching staff and lack specific or complementary training in the field of management. Finally, an Educational Product was developed and presented, consisting of a manual with all the information regarding the use and financial accountability of financial resources allocated to school funds. The goal is for this tool to assist school managers in immediate consultation of various regulations and to provide practical examples in resource management. The study demonstrated a complex and dynamic context in the management of financial resources for education. However, it also shows that financial management plays a fundamental role in transparency in resource utilization, as well as in ensuring a quality educational environment and the achievement of pedagogical objectives. It is expected that this work will bring enriching contributions to School Fund managers, as well as to other stakeholders interested in understanding the complex management of financial resources in education and its impact on the quality of the educational environment and the achievement of pedagogical objectives.
