The present work has as main objective the analysis of the ad hoc nomination process, from October 1988 to May 2009, for Certified Translators and Commercial Interpreter (TPICs) carried out by an autarchy of the State of Minas Gerais. This study describes the main criteria adopted by the manager of this Minas Gerais autarchy in the decision to hold a public exam for the qualification of TPICs in place of the ad hoc appointment considering the rules and principles that govern public administration, in the light of Dworkin's studies about discretion and decision based on rules and principles. This is a longitudinal, qualitative and descriptive research. The methodology is the study of simple case with technique the data collection research, followed by document analysis and content analysis. In the results, study points to the use of the principle of efficiency as criterion for appointments ad hoc due on the given routine to the procedure. Once the social approval pattern has changed, the criterion was follow the rule that obliges the holding of the contest, that is, all-or-nothing, under Ronald Dworkin's terms

This work, classified as descriptive, bibliographic, documentary and ex post facto, aims to investigate the performance behavior of financial institutions, measured through the most relevant indicators in the assessment of profitability, in periods of crisis (2008 and 2015) and not crisis. The sample of this research consists of 21 banking financial institutions and the time interval for the analysis is from 1995 to 2018. It was concluded that of the three classes of economic-financial indicators presented by Assaf Neto (2012), only the one referring to solvency and liquidity showed to have been impacted by the world crisis of 2008 and the economic recession in Brazil in 2015 when observing significant differences of performance in periods of crisis and non-crisis. In addition, by analyzing the descriptive statistics of this factor composed of the Loans / Deposits Index, it can be seen that there was an increase in median values in periods of crisis / recession, suggesting that the effect of these moments is not necessarily negative for financial institutions.

The main objective of this research was to analyze the articulation between decision processes and innovative capacities in the implementation of technological and social innovations in an electricity generating company. The questioning of the research highlights the importance of innovation in contemporary times, as well as its development linked to the United Nations Sustainable Development Goals, which are, in this research, those related to access to renewable energy and sustainable economic growth with decent work. In theoretical terms, the relationship between the concepts of technological innovation, social innovation, innovative capacities and their determinants was discussed, as well as decision processes as a crucial factor for such capacities. The methodological path was designed around a descriptive qualitative research, whose method chosen was the case study. Data collection was performed via documentary analysis, semi-structured interviews, focus group and questionnaire, treated through content analysis. This research was developed within the scope of the R&D project ANEEL 1704, in which a new modality of action was proposed based on the implementation of a hydro-solar binary and the sharing of energy credits, through shared distributed generation to promote social businesses and technical training of the community, promoting technological and social innovation. The results point to the existence of a relationship between technological and social innovation, identifying the main determinants of innovative capabilities. The determinants of technological innovation capacities converge with the factors that determine social innovation capacities, with some peculiarities. For example, when working with social innovation, communities are directly involved, requiring a knowledge of the social context and the reality that is being experienced. Furthermore, it was observed that the decision-making process emerges as a crucial determinant for innovation capacities, especially those of social innovation. Although there are not many studies relating the decision-making process to innovation, this research shows the relevance of this relationship because, even if the company has all other capabilities, it can still decide not to carry out the innovation internally and this has consequences for development innovative capabilities over time. This research contributes to the field of innovation by showing that a company can reconcile technological and social innovation, reaping benefits such as increased productivity, availability of trained people, valuing local potential, positive transformations in society and strengthening the electricity sector as promoter of social development.

The choice of the capital structure and dividend distribution policy of a company is considered a complex decision because it involves several factors such as risk and return that may impact on the value of the companies. From Portfolio Theory by Markowitz (1952), there were further contributions on the pricing of assets and models that explain the process of generating stock returns. The debate on capital structure and dividend policy was intensified after the works of Modigliani and Miller (1958, 1961) as it contradicted the mainstream and aimed to show that the effect of capital and dividend policy structure of a company, in a perfect market, did not influence the value and proposed that the value of the firm is determined by the investments. Since then, there has been an intensification of theoretical and empirical studies on the issues, but there is still no consensus, continuing to attract new research. The electric sector needs an intensive use of capital to finance electric generation, transmission and distribution activities to ensure supply in the country. In this context, defining the capital structure and the dividend distribution policy, based on attracting and maintaining robust investments, can be determining factors for obtaining results capable of remunerating: i) the capital invested; ii) the risks inherent to the activity and iii) guarantee quality and fair price in the provision of the public service. As a result, the objective of this dissertation was to verify the impacts of the capital structure and the dividend policy on the market value of common shares, publicly-held companies, of the electric sector traded in “Brasil - Bolsa - Balcão [B]3”. This is a quantitative survey, with a sample por 30 companies. Data were collected in the Bloomberg system and analyzed for the period 20 10 to 2019. In econometric terms, it was decided to use regression with panel data. After the tests, the Data Model in a Fixed Effects Panel was adopted, which proved to be statistically significant at 5%. As dependent variable we used the Return of Common Shares and as variables explanatory: the Market-to-Book Ratio, Size, Price-Earnings Ratio, Beta, Financial Leverage (proxy for Capital Structure), Dividend Yield (proxy for Dividend Policy) and Difference Settlement Price - PLD. The results showed a negative and significant relationship between the dividend policy and the return on shares, however, the Capital Structure presented a negative relationship and without statistical significance at 5% with the returns. Also noteworthy was the statistical and positive significance between the returns with the Book-to-Market Index and Size, and the negative relationship with the PLD. The variable Price-Earnings Ratio and Beta were not statistically significant at 5%.

This research aimed to understand, from an ergological perspective, how the tensions between the market values and the values of the common good are evidenced in the micromanagements present in the work of the coordinating teams of the Integral Education policy of the state public network of Minas Gerais. The transformations in the world of work, provoked by the exhaustion of the Taylorist-Fordist model, which point to the necessary rescue of the importance of the human component for the achievement of organizational objectives, and the recent rise of management-oriented governments in Brazil and in the world, impact the social policies and accentuate the tensions between market values and the values of the common good for public servants in the exercise of their work activity. The consideration of this scenario from the ergological approach gives the worker and his experience the due role and also highlights the decision-making processes that occur at the tactical and operational levels and their impact on the results expected by senior management. Thus, the research was carried out with civil servants from the Minas Gerais State Department of Education (SEE) who worked in the coordinating teams for the Integral Education policy between 2017 and 2020. A qualitative research was carried out, using the study strategy of case and semi-structured individual interview techniques, discussions in work groups and Content Analysis as production techniques, collection, systematization and analysis of reports. The results obtained point to the uses of self by themselves and by others in relation to the six categories of analysis employed. It is evident, then, the approximation of the public management of the market values and the strangeness of the civil servants demanded to act in this scenario, considering the different purposes of the public administration in relation to the private initiative. In addition, the civil servants pointed to arbitrations regarding which instruments of private management to absorb for the public service, as well as micro-suggestions between remaining in the coordination of the policy and the search for alternatives to continue developing their activity. The work contributes to the widening of the debate about the transforming role of public education, and to the reflection on the impact on educational policies of the tendency to bring public administration closer to values that deviate from the search for the common good.

The locational decision is complex involving a set of factors and may have impact in the results of the organization. To understand this decision is even more complicated due to the fact that it covers many locational traditional factors as variables related to agglomeration. In view of this, in this research the option was to understand the choice of location in agglomerates being that the general objective was to investigate the factors concerning the locational decision of the organizations included in the local productive arrangement (LPA) of biotechnology of the Metropolitan Region of Belo Horizonte (MRBH). The theoretical contribution is about location decision and business agglomerations. It is a case study in the LPA of biotechnology of MRBH once that in the city there is the second biggest concentration of biotechnology companies of the country. This descriptive research has a predominantly subjective conception of reality adopting the interpretive primacy. In the quantitative part it was used as data collection technique a documentary research in the Annual Report of Social Information (Relação Anual de Informações Sociais – RAIS). And in the qualitative part it was performed semi-estructured interviews as well as a data research in the official websites, reports and news of the companies that are object of this study. The data exam occurred by descriptive statistics, by content analysis of Bardin (2007) and sociometric analysis. The results point that the LPA of biotechnology of MRBH is not yet consolidated, being that the relationships between the actors are incipient. It was found that the choice of location of the biotechnological companies has some specificities, making it necessary to have a holistic view that considers both the availability of space and infrastructure as well as issues of proximity, financing and personal characteristics. With the findings there is hope of helping the entrepreneurs in the rationality of the locational decision as well as to indicate to the government the factors of attraction of companies. Furthermore, with this study it was intended to contribute to the theories about decisive process and corporate agglomerations.

This dissertation aims to offer a better understanding of how gender roles influence the organizational decision-making process as they interfere with consumption practices. It consists of two studies that, together, fulfill this objective. In the first article, I present the ways in which the oppressive system acts in consumption practices. It is a qualitative research in the context of online games that uses depth interview as instrument of data collection. Based on decolonial feminist studies, I identified that women are subordinated through consumption practices such as (1) devaluation of their skills, capabilities and relevance as consumers; and (2) consumer intimidation through embarrassment, humiliation and discrimination. Through these practices, women are oppressed and silenced. The second article sought to understand how women face the oppression of gender present in consumer practices and in the market. The data is based on a qualitative netnographic research conducted for 13 months. They were conducted 15 depth interviews with female consumers and female professionals working in the game industry. The findings reveal that the female audience suffers from male oppression, yet women are involved in liberation themselves through the praxis of liberating consumption. This praxis is materialized in the actions of Dialogue, Mobilization of the Oppressed and Market Occupation and intend to modify the reality of gender inequality that exists in this context. The consequences for decision-making processes arise in the face of a strong social demand for inclusiveness and diversity, so it is essential to companies in the game industry to examine these aspects so make decisions that lead to a better meeting of the consumers’ needs.

Considered a recent approach in the field of entrepreneurship research, the Effectuation model proposed by Sarasvathy (2001a) suggests that entrepreneurs usually start their businesses without any pre-defined objective, inverting the key principles and the rational predictive logic of the causal paradigm. In this sense, the main objective of this research was to analyze how Brazilian expatriates in the United States start their ventures and in which way their decision-making is aligned with the Effectuation logic proposed by Sarasvathy (2001a). To achieve this goal, it was necessary to establish a theoretical framework that conceptually supported the research on entrepreneurship, decision-making processes, Effectuation, Causation and the reality of Brazilian expatriation in the United States. The methodological path was designed around a descriptive qualitative research, whose chosen method was the case study. The conduct of the study was guided by previously defined thematic units and the data collection phase took place with the application of semi-structured interviews with five Brazilian expatriate entrepreneurs in the United States with businesses in Orlando/Florida. The research identified that the entrepreneurs' life context, their motivations and their initial goals during the creation of the business were directly aligned with the Effectuation logic, since, in most cases, the business started with a more general intention, going into contrary to the assumptions made by predictive causal reasoning. It was also observed that the decision to undertake, as well as the resources available by entrepreneurs at the time of setting up their companies, are also related to the assumptions of Sarasvathy (2001a) theory, given that they consisted on a set of decision-making principles in situations of uncertainty and unpredictability in which entrepreneurs used the resources they had to act towards the creation of their business. With the findings, it is expected to contribute to the fields of research in entrepreneurship and decision-making processes by establishing a relevant connection between the themes.

During the Covid-19 pandemic period, consumers experience a reduction in the pace of life that is directly related to consumption. This study aims to answer how unintentional consumer deceleration affects fashion consumption. The theoretical basis consists of Studies that address temporal disconnections experienced by consumers, showing that the passage of time can be interpreted in different ways with direct interference in consumption, and approaches to fashion, as this study is carried out with an emphasis on the consumption of clothes during the pandemic. To support the research, phenomenological interviews were carried out with women who had their consumption practices modified due to the pandemic, and the data were analyzed under the logic of hermeneutics. As a result, relationships were found between the speed of consumption and the environments accessed, hygiene measures to prevent contagion, with a reduction in socialization, and with discomfort with body changes that occurred during social isolation. The work makes theoretical contributions to the phenomenon of deceleration, showing elements that compose it, and bringing useful information to support managerial decisions regarding better serving consumers in periods of deceleration by showing how women have been related to the consumption of clothing in the time course.

The cooperation between Science and Technology Institutions (STIs), companies and Government, the Triple Helix (TH), is admittedly promising in innovation systems and has shown good results in several countries. But the interactions among the HT agents represent a complex type of cooperation, about which very little is known about its decision-making process. Previous research analyzes the decision-making process centered on one of the agents or on one of the aspects of decision making. This research aimed at analyzing the decision-making process concerning the cooperation among the agents of the Triple Helix in the Regional Innovation System of Minas Gerais (RIS-MG). The choice of RIS-MG also fills a gap, in that little is known about this type of cooperation in the state. Theoretical lenses and concepts of Decision-Making Processes, Innovation and Triple Helix were discussed. Data was collected by means of document analysis and semi-structured interviews. All the public calls of the state funding agencies that involved the three TH agents were analyzed. From this documental analysis, 12 agents from RIS-MG were selected, who participated or participate in TH projects, being five innovation managers from companies, five researchers from STIs and two representatives from state funding agencies. Content analysis revealed 16 codes were derived in three categories. A survey of the Triple Helix projects in the last thirteen years in SRI-MG (2007-2020) is presented; the analysis of the structure of the interactions and their progress throughout the studied period, identifying changes that may have interference in the decision-making process of the agents; and the analysis of the decision-making process for HT cooperation. The main theoretical contribution of this research was the articulation of the Decision-Making Processes theory with the Triple Helix theory, made in order to analyze the decision-making process for the HT cooperation as a whole, from the factors that influence the decision to cooperate, the consensus process among the agents, and the decisions during the cooperation. The results of this study may be used, in a practical way, as a decision-making tool by the agents of SRI-MG by better understanding the dynamics of cooperation, including motivations and obstacles to cooperation, strategies to reach consensus, the integration of interests to define the scope of the project and the mechanisms used to improve decisions during the project, as well as good practices in the governance mechanisms of this type of cooperation.

The presented research aimed to comprehend how process management can contribute to improve decision-making on supplier’s evaluation process of a Public Institution of the State of Minas Gerais. In this regard a qualitative research with descriptive and analytical basis was conducted, taking as a strategy the case study developed on Fundação Ezequiel Dias (FUNED). The methodological roadmap allowed to gather the discussed theme’s background by exploring employee’s experience on running the studied process as well as evaluating available documentation of the institution and the statutory framework related to the theme. Process management supported by the execution of some stages of the Business Process Management (BPM) cycle was shown a way for the improvement and optimization of the studied process. The ‘as-is’ mapping allowed a deep analysis of the process under study emphasizing that the Foundation has process gaps related to institutional supplier’s evaluation such as: communication between actors and between correlated process, inefficiency of training carried out, existence of activities that are performed by actors and don’t have specific goal therefore leading to demotivation and superficiality on carrying out the process, lack of accountability definition and process’ owner, de-standardization, inefficiency on the system in use, unfollowing of legislation that regulates the theme. The identification of the existing problems and the proposal of improvements with the proper definition of responsibilities and the design of the ‘to-be’ process has been done in a participatory and collaborative way by means of focal groups performed by participants of all Foundation’s boards enabling for a further implementation by Funed. The process management topic associated with rationality theory limited by decision-making approach has extended the systemic view regarding the supplier’s evaluation process of the institution under study therefore increasing the possible options to redesign the process and supporting decision-making. It is suggested as future work the effective implementation of the proposals made in this research.

The present research addresses the theme of racialization in the context of the quilombola community. The object of the research was to understand how the construction of ethnic-racial identity ensures the existence of a remaining quilombola community in the metropolitan region of Belo Horizonte/MG. The quilombo can be understood as an organization, similar to cooperatives, in which individuals freely organize themselves with a common goal of producing community life. The quilombo, as an organizational arrangement, establishes decision-making processes in its daily functioning. It is also worth noting that the very constitution of the contemporary quilombo is revealed to be a community choice, the result of a decision-making process. The French Psychosociology school was taken as a theoretical framework, as it understands groups and institutions as privileged spaces for investigating the processes of social affiliation and disaffiliation, and the bonds as part of the individual's identity-in-context, respecting the singularity and the ability to make decisions in the quilombo context. There is also a theoretical rescue of the construction of racialization in Brazil and the social organization of quilombos, from originating quilombos to the contemporary quilombola movement. To achieve the purpose of this research, the methodological collective life history approach will be used in a remaining quilombola community in the metropolitan region of Belo Horizonte/MG. Based on the results of this study, we understand the quilombo as an organization built from an ethnic-racial identity that mobilizes the structuring processes of resistance, belonging, and ancestry, essential to the existence of the individuals and the quilombo. Identities will be built through the recognition of ancestry, where the individuals will affiliate themselves to this history, recognizing these ancestors as the composition of who one is. These identities will allow the quilombola individuals to feel that they belong to this group, which will remain (re)existing due to this ancestral resistance that is reappropriated. Resistance is inseparable from identity, because for the very act of the quilombola individual to decide to be, it is necessary to resist since the Other wants the quilombo to cease to be. Identity acts as the great articulator of the Quilombo Organization because without ethnic-racial identification there is no recognition of ancestry, or even if there is, there is no mobilization for its perpetuation; also, without ethnic-racial identification, the individual does not acquire the sense of belonging to the group and will not engage for the resistance of the collective.

The main objective of the research was to understand the relationship between the public manager and intelligence, identifying how the decision maker, in the context of public security in Minas Gerais, perceives and uses intelligence as an advisory tool within the decision-making process. In theory, the study addressed the fundamentals of decision analysis proposed by Howard and Abbas and the bounded rationality proposed by Simon, relating them to the literature on intelligence. The methodological path was designed around a qualitative and descriptive research. The technical procedure was bibliographic and documentary research. Data collection took place via semi-structured interviews applied to managers who use information from the intelligence system, treated through content analysis. Intelligence aims to produce accurate and timely knowledge to advise decision-makers at any level of the decision-making process, on a wide space of knowledge on which it is necessary to analyze the problem. In counterintelligence, the activity aims to protect the organization in fulfilling its institutional mission, monitoring the main threats. In the decision-making process, the results show that Public Security Intelligence expands the view that the decision maker has about the problem and its available alternatives, providing more efficiency in the use of limited resources and resulting in a better decision by the manager. Intelligence advice helps to mitigate the limited rationality that the decision maker faces. Lack of such intelligence knowledge increases the risk of not achieving the desired results. However, this activity is generally little known by decision makers within the scope of public security, with the exception of those who had the opportunity to work in it during their career, before occupying management positions in the higher hierarchy of the institution. Therefore, intelligence itself has to show its importance and purpose to managers under the risk of being ignored or removed from the decision-making process.

In addition to the operational routines, the financial decision-making process in companies basically involves the analysis of projects that offer the risk-return ratio and the best sources of resources to finance these investments that, under these conditions, contribute to the generation of value to the firm. In this context, considering the decision maker's environment and the existence of market imperfections, the financing costs, as well as the access to these external resources, can lead to different levels of restrictions for companies, which make them dependent on internal resources for the execution of your projects. The objective of the work was analyzed as the restrictions of this influence on the investment-sensitivity of the cash flow of companies in the Brazilian electricity sector in the period from 2009 to 2019, through quantile regression analysis with panel data. In order to ensure the adequacy of the models, in addition to the cash flow, variables such as tangibility of assets, WACC financial leverage, interest rate, market value and Tobin's Q were added to the econometric model, representing investment opportunities of the firms. As a priori classification criteria of companies into groups of financially restricted and unrestricted, the following indicators were used: dividend distribution, company size, return on investment (ROA), level of corporate governance and interest coverage ratio. The results showed that there is a sensitivity of investments to cash flow in companies in the electricity sector and that these are also impacted by the interest rate and market value. This evidence was not observed for the variables Q of Tobin, tangibility, WACC and debt.

Corporate sustainability is a poignant argument in society, and sustainable development incorporates social and economic criteria into the theme. The company, when deciding to list in the corporate sustainability index, will change its strategic and investment positioning. This change can compromise your liquidity, as well as your profitability, in search of future gains. The objective of this work was to analyze whether the addition of the sustainability factor to the 5-factor model by Fama and French helps to understand the explanation of the returns of companies listed on the ISE. For this, a quantitative model was created that allows companies to decide for listing in the index. We used the 5-factor model by Fama and French to propose a new factor that captures the effects of sustainability in the pricing of Brazilian companies' returns. Two-step regressions were performed, as proposed by Fama and Macbeth (1973), to estimate the Sustainability and 5-factor models. The explanatory variables are: market, size, market/book value – to – market, profitability, investment and ISE. The tests applied were the same proposed by Fama and French (2015). Statistical tests showed significant statistics for portfolios built based on profitability, indicating that this can be an important characteristic for companies' decision to be listed on the ISE.

Nowadays, actions to prioritize public transport, to the detriment of the individual have been subject to decisions by the Public Administration in order to attract, recover and/or retain users of this transportantion. In turn, an implementation of exclusive bus lanes is an example of this public policy of prioritization in order to ensure the improvement of this service, as they contribute to the reduction of travel time, maintains reliability, relieves congestion, reduce traffic fuel consumption and others. In this way, this research aims explore the public and open data of the city of Belo Horizonte in order to discuss the effectiveness of the implementation of exclusive bus lanes regarding the city's mobility problem. In order to achieve this goal, it was necessary to establish a theoretical framework that would conceptually support the research on the public decision making processes in Public Administration, the public transport system by bus and the implementation of exclusive lanes. For the methods, it was decided to conduct a quantitative research through descriptive statistical analysis of data obtained in BHTRANS.The results related to the effectiveness of the implementation of exclusive bus lanes were that, based on the available data, deficiencies were found that hampered the analysis, such as the fact that the databases made available by BHTRANS were preliminarily synthesized and processed, the which made methodological explorations of the phenomenon impossible, making it impossible to say whether public policy is effective or not.

The main objective of this research was to understand which were the factors that influenced the decision-making process of a university in Minas Gerais in implementing the Quota Law. This mechanism, instituted in 2012, guarantees the reservation of places at Federal Institutions of Higher Education (IFES) for students who have attended high school in public schools, self-declared blacks, indigenous people and people with disabilities. The Quota Law changed the meritocratic institutional format of admission to teaching and began to “promote democratization” in access to federal universities (SOUSA; NASCIMENTO, 2019, p.774). The theoretical basis was based on the Sociological Institutional Theory, with emphasis on the elements of the institutional environment, cultural-cognitive aspects, legitimacy and the decision-making process in the institutional perspective. In the topic of Quota Law, the rationale covered public policies, highlighting the implementing agents. The main components of the theoretical reference were grouped into a conceptual framework that configured the conduction of the empirical phase of this research, which has a qualitative and descriptive nature. The case study method was adopted, whose locus of analysis was the Federal University of Minas Gerais (UFMG) in a cut between the years 2012 and 2020. Data collection involved two moments, the first being dedicated to the analysis documentary and the second dedicated to conducting ten interviews with university administrators, who occupy or occupied positions at the university, within the proposed outline. For data analysis, they were submitted to content analysis, categorized in line with the conceptual reference scheme, to present the results. In the results, it was found that the institutional environment of UFMG incorporated very important regulations that provided profound organizational adaptations and this enabled the implementation of the Quota Law to take place in a structured way. In the decision-making process, UFMG adhered to regulations in a prevailing cultural-cognitive panorama that favored the incorporation of the mechanism. With regard to the process of organizational adaptation to institutional changes, it is still taking place, that is, institutionalization remains dynamic with regard to the understanding of the social context of quota holders, the inclusion of people with disabilities and the complications caused by the pandemic. Regarding the contributions, the main of this research encompasses the social benefit, as it will compose the academy and provide new insights regarding the university decision-making process in the implementation of regulatory elements. Furthermore, this study enabled the incorporation of the institutional perspective in organizational analysis as a relevant proposal to explore macro and micro aspects together.

The Federal Network of Professional, Scientific and Technological Education (FNPSTE) has a national coverage and is composed of 64 institutions, among them, its Technical Schools, the Federal Education Institutes, the Federal Education Centers and Colégio Pedro II. FNPSTE offers education in the most diverse modalities, free of charge and accessible to all of society. In this sense, in order to keep this education accessible and with quality to all regions where the FNPSTE is present, there is a growing interest on the part of the public administration to measure the efficiency of its units. Thus, this research aimed to propose an objective approach using Principal Component Analysis (PCA) for the selection of input and output variables and Data Envelopment Analysis (DEA) to measure the efficiency of FNPSTE from the perspective of educational indicators from the Nilo Peçanha Platform (NPP), the Governance and Management Index (GMI) and the General Course Index (GCI) of educational institutions of FNPSTE. It is worth highlighting the possibility of using the results postulated here to aid decision-making by managers at a strategic and tactical level, such as rectors, pro-rectors, general directors and other systemic directors of FNPSTE institutions. Regarding the methods used, this research was applied, as it proposed an objective approach to a real problem in the educational field. Furthermore, it was quantitative since it measured numerically the efficiency of the FNPSTE units. With regard to the purposes, it was descriptive, as it sought to identify, record and analyze the characteristics of the studied object. As a means, a documentary research was carried out on data from the indicator of the Federal Court of Accounts (FCA) called IGG, from the IGC of the National Institute of Educational Studies and Research Anísio Teixeira (NIES) and the educational indicators present in the NPP from the Ministry of Education (MEC). From the results, it was possible to select variables with high explanatory capacity, non-redundant and that contemplated important areas to be monitored in education, such as budget resources, quality of courses, governance and management. In addition, from the measurement of efficiency, it was possible to point out the IFRN as the only efficient Decision Making Unit (DMU) and the main reference regarding the adoption of good efficiency practices. Furthermore, from a regionalized perspective, it was found that the DMUs located in the southeast and south regions were the ones that obtained the best ranking positions. On the other hand, in general, the North, Northeast and Midwest regions did not obtain good efficiency results. Greater attention is given to the DMUs located in the northern region, mainly due to the results achieved in the indicators and due to the geographic dispersion to be attended by the DMUs. Finally, after comparing the DEA ranking with the Academic Efficiency Index (AEI) published by the NPP, it was possible to verify significant differences in the positions reached by the DMUs, with the recommendation not to use the AEI as a ranking criterion or to adopt the DEA for that purpose.
